Last fall when wildfires pushed smoke into the coastal towns I planned to visit, I reached out to both my tour operator and the guide running the kayaking stretch. The tour company immediately offered a no-penalty change, and the guide explained that for any event that makes a region officially unsafe they convert deposits into future bookings or full refunds within a week. I keep a running list of those policies now, so I can compare the flexibility before paying anything. Larger agencies still have the usual 60-day change window, but they now detail the situations that qualify for a refund, such as government warnings or major strikes. The smaller operators, the ones I used around the islands, are the most helpful because they know their staff and suppliers directly and can freeze payments or delay start dates without charging me. Whatever options you choose, take screenshots of the email, confirm the steps with a real person, and mark the last day you can change plans without penalties.

Since that recent storm scare I booked through a local agency that let me move my ferry day without fees up to two days before departure, so I could keep watching the weather. Most small guides now hand out credit vouchers or full refunds if travel alerts pop up, just ask for their grace window before you lock anything in.
